There was no freedom of movement in Czarist Russia. Even within the large area designated as Pale of Settlement, Jews mainly lived within designated communities (known as shtetls). Permits were required to move out. At times some families moved to the nearby villages where they were engaged in various businesses, crafts or working at the farm. Many of them settled there illegally and lived for years. Time to time police made attempts to keep track of them and forcibly relocate them back.

One such attempt was made in the early 20th century. From the context it appears as Ministry of Internal Affairs (MVD) issued orders to temporary halt forced resettlement in 1907 and 1909. Nevertheless local police prepared the lists of families living in various villages of Lipovets district, perhaps with the purpose of having it ready once the law changes. Most families listed here include all family members along with their ages. There are additional documents (police raports) detailing circumstances in which they ended up residing in particular village, and whether they need to be moved.
